We added a test mode to MAILTOOL so that emails won't send if it's turned
on. But I don't know about IBM's products specifically. I would look at
the exit point. But then you have to wonder if the IBM email commands use
the API as well...

I only mention this because a lot of customers are moving to Office 365 and
they no longer allow user/pw OR app passwords to be used. Only OAuth which
we support. IBM has stated they aren't going to update their product to
work with this as well.

If you want the email to send to someone else, isn't that just something
you could override in the command itself when testing? Maybe store a
testing flag somewhere, check it, and override the recipient(s) if it's on.
