Not at all.
There is no substitute for https, but there are viable substitutes for
FTPS: ssh (sftp/scp)!
Implementation of FTPS is a stack of workarounds to overcome the
protocol-inherent "data runs over a secondary TCP session" being inherently
firewall-unfriendly. I can empathize with networking people not wanting to
tackle with that.
