First, the term "legacy" is fairly flexible marketing language. AFAIK there isn't even a generally definition of "legacy", and some even say, that every piece of software, that goes into production is becoming a "legacy"

Yep... one doesn't need to convince people, just give them the language and words in which they will reason.

If a thing is old doesn't mean it is obsolete, obviously. The wheel is old, still works pretty well apparently.

So I think this overall question is really a non-problem or an auto induced one.

Just leave such programs on the machine and remove explicit support or put them on a "best effort basis". And sincerely, how many assistance tickets on SDA have one opened in the recent years?
Or put the thing opensource, so the people can download the SAVF from somewhere if they wish and install it and you are legally ok.
