I've found that end-users and managers were woefully unaware of what 'licensed' 
meant.  Rightly or wrongly, very few actually read the EULA and understood the 
legal implications.  When's the last time you sent the EULA to your lawyer to 
get her okay before agreeing to its terms?  It *is* a contract...

Nowadays there is much greater awareness of these issues among professional 
persons.

Anyway, this guy's major complaint is that he didn't get a warning or a chance 
to comply.  He was (apparently) chosen to serve as an example, and summarily 
fined for his company's non-compliance.  All he wanted was the chance to make 
it right before getting all the negative publicity.
