Other than Dr. Watson logs, this is the only one
I'm aware of - it may even be part of them. You
can download the TWEAKUI utility off the 'net
and turn on a switch in the registry that forces
creation of the FAULTLOG.TXT file. 

Best of luck.  Troubleshooting problems on
the Windoze platform is similar to banging 
one's head against the wall.
