Server people won't do encryption or SSL, are you saying he can use PGP to
encrypt as he gets file.  Once he gets it to his server he can decrypt and
read?

One can use PGP to encrypt a file.  I presume that the server it ends up on
doesn't need to read it?  Public FTP server for other people to come get
files perhaps?
