Not to sound flip, but who cares? The whole idea is that you'd call the
correct API and have windows do the translation, where it gets it's data
isn't really relevant. However, I do know that there are nationalized
versions of a number of DLLs and string tables in a DLL's resource area
allow for language specific information, so it's probably buried in a
string table in a resource dll somewhere.

But seriously, what are you trying to accomplish that needs to know
where the data is -- or to put it another way, needs to know HOW an API
does what it does?
