Now I understand. Well, you get the month names from the locale info in 
windows. However, while GetLocaleInfo allows you to get the long (and short) 
month names, SetLocaleInfo doesn't allow you to change them. 
 
Microsoft feels that lowercase names are correct in Spanish

"Obviously, the names of the months and days-of-the-week differ from one 
culture/locale to another. However, in Spanish (Spain), the day precedes the 
month, all characters are lowercase, and the article "de" appears before the 
month and year. " (Emphasis mine)
 
I have no idea where these constants are stored in the system. 
Set/GetLocaleInfo are implemented in kernel32.dll, but I didn't see anything in 
there. Obviously these are national language dependent strings, but they should 
show up in a string table somewhere. 
 
However, even if you found them, what are you going to do? Hack the DLL w/a 
binary editor? I think it would be _much_ easier to implement your own 
formatting routine that simple upper-cased the month name.
