1 -- you could put in phony proxy server in IE instead of a phony gateway
2 -- you could put in phony DNS in the TCP/IP config and not have it
use DHCP for DNS info.

However, these will have to be re-done when a new device is put
online.  I would recommend #1 if you have to choose.  You might also
want to check out the group policy to lock those settings down - not
sure it works on WinCE - run "gpedit.msc" on the machine.

3 -- Perhaps there is something you could do on the wireless access
point to restrict that traffic.
