Good AND cheap??? Well, ok, obviously you need to look into the
web-design capabilities of WDSC. I have no idea if they're good, but
since you already have it, they're obviously cheap. :)
Web design software (like so many other things) is a personal preference
-- I know good designers that like notepad. :) However, one of the
reigning kings of the genre is clearly Adobe's Dreamweaver. If this is a
person pet project the $400 price tag will be out of reach, however, if
this is for "real" corporate work, it would be cheap at twice the price!
Another option is MS's Visual Studio Express. While it's (obviously)
designed for getting people into ASP.Net, it's capable of handling pure
html too... and it's price is great... free...
