I want to set up vpn on a small office network with no servers, just a
bunch of PCs plugged into a router.

Is that possible?

Yes, of course. It depends on what you want to achieve exactly and
what the equipment you currently have allows.

Do you want to connect two offices with each other? Or do you want to
connect a single client to the office?

Is it reasonable?

It depends.

Is it difficult?

Depends on your networking experience, and the tools you're using.

For a once, quick and dirty solution, Teamviewer might offer what you
want. It's extremely easy since everything is completely automated.
It's not free, and will require one of the PCs to be constantly
running.

Is it dangerous?

Depends - in the roadwarrior case, care must be taken that such a
machine will not be able to carry malicious content into the office,
and that it's at least as secure as the PCs in the office itself. As
such, it heavily depends on how you define security and how you
secured the existing Office.
