VPN from that office or to it? What's the actual goal?

To VPN to it, you will need some sort of VPN concentrator. There are
Linksys (and other brand) routers that include this capability if you aren't
budgeted for a larger expense.

I want to set up vpn on a small office network with no servers, just a
bunch of PCs plugged into a router.

Is that possible?
Is it reasonable?
Is it difficult?
Is it dangerous?
