There appear to be 3rd party tools that provide a clipboard append.

You can do it from the command line. Start, Run, cmd.

Copy filea + fileb filec

Copies filea and adds fileb to create filec. You can add as many files
with pluses as you wish. You can also do:

Copy fileb + filea fileb
