Personally, I'm a fan of Dreamweaver although that's neither free or
low-cost. My oldest son wants to make his own web site (on our internal
home server) and this is something that I found but haven't installed yet:

It appears to be WYSIWYG but you can always use Notepad to tweek the HTML.
Granted, it may not be as convenient to switch back and forth but it
could work. Is this for a one-time project, a single ongoing project, or
multiple projects? If you think that you're going to be doing more of
this down the road you may want to invest a little money and avoid the
headaches.
