I've never tried Expression but traditionally with FrontPage Microsoft
added some "extra baggage" in the generated HTML. I also seem to recall
some proprietary stuff that it threw in. You could try the free trial if
you don't intend to use it long-term. For that matter, Microsoft Word can
save HTML documents. It's really not fun to tweek that HTML.
