I just found out yesterday, we were on a spam block list for over 1.5
years. We were never notified through bounce backs from our many mailings.

What have you used to monitor for being placed on blacklists?

We are a local government agency and we send out news and alerts to the
subscribers.

I wouldn't be concerned about it. If you aren't hearing noise, it is
probably not an issue. Either that, or your mailings are not missed by the
recipients ?-)

That said, most servers don't bounce mail they think is SPAM .. that just
exacerbates the problem. The mail is just ignored by the mail server.

However, since you do "many mailings", you should consider a third-party
service (such as ConstantContact or VerticalResponse) for the news and
alerts to insure compliance with the various laws around SPAM, to give the
recipients an easy "opt-out", and to manage the workload on your email
server and internet connection. They can also give you delivery reports and
that sort of thing.

per month.
