Sounds like Road Runner with a million customers on the same circuit.

Garden variety DSL on locally run telephone co-op offers 6.0mbps here
in rural NC. Upload is 1.5 typically. It rarely hits 6.0 and get 5.0 most
days.

On the other hand:

New neighborhoods with fiber get close to 50 mbps.

Those numbers are pretty low.
