I'm doing the "Check Service Level" icon by right-clicking and Run as
Administrator. It checks, says I need to install the service pack, I
confirm, it asks if I want to continue, I say yes, it says Preparing to
install, then bombs.

I turned off the AV and got the same result.

I'd suggest checking the Windows event log to see why it isn't installing.
There may be a message.

Another thought: Are there any Group Policy Objects (GPOs) or application
white/blacklisting apps in place that might restrict software installation?
