I could be wrong, but I think the Chromecast works by the PC doing the
streaming and sending the signal to the Chromecast. Most hotel wifi systems
have a feature enabled called "client isolation" which means that connected
wireless devices are not allowed to communicate with each other. This is so
that you can't see the PC in the room next door.

The Apple TV and Roku device only communicate to the internet.

Some hotels do block (or discourage) streaming, at least those that sell
movies or that have insufficient bandwidth.

Have you thought about an HDMI cable and and a DVI or VGA adapter to
connect your PC to the hotel TV?
