It doesn't use a PC - it uses an iPhone or Tablet as the remote
control. I am pretty certain that the Chromecast does the streaming
all by itself.

The Chromecast can also take input & directions from a PC (or Mac, I think) running the Chrome browser.

I'm pretty sure Jon is correct, and the Chromecast takes commands from another device and opens its own connection to stream the content. There are some functions, like screen sharing, where the content is streamed from another device. And I think the newly published SDK provides functionality to stream content directly to the device.
