We had this problem, or a similar problem, crop up just this
afternoon.

Our PC Tech was dealing with it so I don't know all of the details. I
don't know what version of Windows it was, but it was apparently our
first 64-bit installation.

He found that it was happening when moving or resizing the window, and
that it is apparently related to the blinking cursor, in that when the
cursor was supposed to blink off, it would blank the entire screen
instead. Switching to a non-blinking cursor suppressed the problem.
