I use something called "SharpKeys"  see: www.codeplex.com/sharpkeys

It basically gets into the registry and remaps keys at your specific 
direction.  Because it maps at the registry level you do need to reboot 
in order to change key maps but it works really well.

I changed Dell's up/down arrow to page up/down and the function key to 
move the cursor up/down.  (exactly reversing the default behavior)
