Something to be aware of is that some keyboard remapping utilities are
really just for replacing single keys with other single keys. (I
believe SharpKeys is in this category.) You want something different
than that.

There might be keyboard mappers that can do what you want. Maybe that
Microsoft utility. I'm not sure because I've always just used
AutoHotkey, which is a full-blown scripting language that happens to
have fairly extensive support for keyboard shortcuts. If you can't
find anything else, you should be able to use AutoHotkey.
