When we PTF'd OPTION(*SRCSTMT), that was a one-time thing.

Not all. Some options didn't make sense to allow on the
H-Spec. Here are the compile options that are allowed:
ACTGRP, ALWNULL, AUT, BNDDIR, CVTOPT, DFTACTGRP, ENBPFRCOL,
GENLVL, INDENT, LANGID, OPTIMIZE, OPTION, PRFDATA, SRTSEQ,
TEXT, TRUNCNBR, and USRPRF.
The command options NOT allowed on the H-Spec are: PGM,
MODULE, SRCFILE, SRCMBR, DBGVIEW, OUTPUT, REPLACE, TGTRLS,
and DEFINE.
