Buck,
I never ask management. Whenever I think I can save time by building a
tool, I build the tool. And after I build them, my colleagues use them as
well. Sometimes I even get requests from them ('hey, wouldn't it be nice if
we had a tool that ...'). Not long ago I heard our president talk about
'our own sophisticated CASE-tools'.
