VARYING question

Does anyone have an opinion on whether the following should work:

     DHdg              S            512A    VARYING DIM(3)
...
     C                   EVAL      %LEN(Hdg) = %LEN(Hdg) + ColSiz

It appears to work on V4R4 but not on prior releases. I can't find 
any reason for the difference in the manuals. I used this quite a bit 
in some reporting programs and now I have found it won't compile 
on V4R3 and lower.
