I'm sorry we're not going to see bitwise operators real soon.  Now that RPG
has full support for integer types, there's a lot of potential uses for
bitwise operators.  Make it easy and folks will use them.    

The obvious solution to the bif vs. infix problem is to implement them as
infix operators and provide sample source code for procedures that use the
operators.  As others have pointed out, doing something like a && b && c &&
d is not real straightforward with a bif or procedure.
