I believe that is only an issue with commitment control enabled, but am not
positive.

If that is an issue, I think it would be the same with both the CHAIN and
SETLL opcodes, no?

Is there not the caveat to this that records added by other programs since
the file was opened may or may not show up in the resulting operation?   I
seem to remember this bu am not sure about it.
