I'm pretty sure that the substring comparison needs to be encapsulated.
Thus...

DoW ( NOT %EOF(Source) ) AND
          ( NOT %Error ) AND
          ( NOT (%SubSt( %TrimL(ThisLine): 1: 2) = '/*' ))
