Have u set classpath before run it??
Before calling your rpg pgm 
you need a cl pgm with following statement 
ADDENVVAR  ENVVAR(CLASSPATH) +                           
             VALUE('/JAVA/lib/jakarta-poi-1.5.1.jar:/QIB+
             M/ProdData/Java400/jt400ntv.jar')

CALL PGM(MYPGM)
