DTAARA keyword, IN opcode, and sub-procedure

I started with the following code in a sub-procedure.  The compiler didn't like 
the IN statement.  After reading the documentation and struggling with it for a 
while, I wondered if it might be that JEControl was a local variable and not a 
global variable.  That made the compiler happy.  I didn't see anything in the 
manual to indicate JEControl had to be global.  Did I miss something?

 d JEControl      ds            46    DtaAra(IS2551DTA) 

         In JEControl;    
The compiler complains that JEControl is not a data area.
