What I found in moving to RPGIV was that once you had a few programs
converted to ILE, It was disconcerting to flipflop back and forth
between the two different formats.  It was easier to just go ahead and
convert everything to ILE and only have one source layout to deal with. 
This may be a hard sell to some managers.  (We kept the old source
anyway)  Other than a few op codes that don't convert everything else
works fine the way it converts.  Then you can slowly use the new stuf as
you learn more.
