Since PTR points to a packed number rather than a string, please remove
options(*string) from the prototype. (I don't think that's the cause of
the problem, but who knows? Whether it's the cause of this specific
problem or not, it's still wrong...)

Shouldn't FldLen be 13? The manual states that the 2nd parm to QXXITOP is
the number of digits, not the byte-length. But I don't know that for
sure -- I always use _LBCPYNV for this sort of thing.

It's only 9 digits... an int should be able to store 9 digits without a
problem. I don't think that's the issue...
