For at least TaaTool I had the library long ago.
Lot's of nice things in there I know.
 

Going over on higher releases and losing a machine once in a while makes that 
I'm now living without them....
Does someone know how to get them again??

With a change management system like Aldon CMS or Turnover, you can specify
the creation parameters for the service programs (and other objects) there.


The QUSRTOOL library has a make utility (TMK) which can be used to create
your programs and service programs. It's not the easiest thing to use.

Alternately, the old TAATOOL library had a command SBMPDMPARM which is used
as a substitute for PDM options 14 & 15. It reads the source member for
"creation parameters" stored as comments. It would probably need to be
modified to create service programs.
