That depends on how the procedure is called. If some callers pass *OMIT or pass the second parameter then you'll need to change them and recompile. But since you say:

Then you don't NEED to recompile. Probably SHOULD recompile but not necessary. The new required parameter IS being passed by all callers, and the obsolete optional parameter is NOT being passed by any caller so things will work as you expect.
