Changing from "const" to "value" shouldn't cause any problems in the 
caller, although it might in the subprocedure itself.  However, dropping 
one of those keywords (passing by normal means) could cause a problem in 
the caller if the caller is relying on the compiler to convert the 
parameter automatically.  For example, if the subproc requires packed 
decimal, and the caller passes a zoned value, then really big problems 
could happen.  The problem would need a program change however; a simple 
recompile would not fix such an error.
