It's because data structure arrays need qualified names. MODS were available for RPG III on system 38, maybe even RPG II on system 36. It might be possible to imagine some awful syntax for data structure arrays without using qualified names, but I think it would end up pretty much like the MODS syntax. Trying to imagine a syntax for actual qualified-DS-array subfields in RPG II or III makes me a bit carsick.
