If it's the same program object (same library & program), then all 50 users will be using the same EXECUTABLE code ... but they will have their own data space.

Service programs come into their own when you have multiple unique programs referencing the same procedure in the same module ... then you can have a single copy of the procedure in a module in a service program and all programs use the same code.  Plus, if you need to change the procedure, all you have to do is change it in one place and all programs will use the updated code.

I'm not 100% sure, but I think service programs are just as reentrant as regular programs.
