The problem is the HTTP job is running under QTMHHTTP and
the spool file is created under the user QTMHHTP1.

Is it an authority problem? If so, you can use the WRKAUT command to add authority for QTMHHTTP to the output queue the spool file is routed to:

ie. WRKAUT OBJ('/qsys.lib/qgpl.lib/*.outq')

That may be an easy solution, now. But I don't want to discourage you from using the List API's suggested by others.
