So it looks like, the last time it calls it, it checks
to make sure that the user exit program set on the LR indicator before
this calling program sets on LR and ends.

And what does it do if the called program doesn't set on LR? Call it again? Is there a genuine chance that it won't set on LR, or was this just some programmer who decided to "wear a belt and suspenders"?

I'm just curious, since I've been converting fixed -> free for ... yeesh, it must be 7-8 years now, and I've never come across this requirement before. I've never seen a program check this indicator before, and I'm having a hard time imagining a case where I'd use this feature.
