This has been my experience with program-described files as well.  I was 
actually shocked to see responses from other people who said it would 
work... AFIAK, you have to change the key length on the F-spec to use a 
partial key (which means you can ONLY use a partial key).  I thought 
perhaps I had missed something, but it sounds like you're confirming 
what I thought to be the case.

You can (as you know) usually work around the issue with SETLL/READ.
