There are multiple tools to convert a spool to pdf (stored in the IFS.
Then in cgi redirect to the pdf file & your browser or Adobe pdf will open the file. It's worked for over 10 years.

But if it were me, I'd look at make use of the Spool support in
iSeries Access for the Web.

iSeries Access for the Web supports viewing of spool files via
multiple formats, PNG, TIFF, PCL, AFP, and PDF.

If you don't want to allow access to the full , Work With Printer
Output screen, I think you can "deep link" and just use the viewer for
a specified spool file.
