I would also suspect the space in USRDTA. Your command looks something
like this USRDTA(TEST ). The command processor doesn't usually like
such
things.

You are spot on with the EXTPGM. (The internal proc will also need to be
removed.)

The spaces within USRDTA are no problem. Unless they are quoted, spaces are
not a problem to the command processor. Many programmers (not me, usually)
purposely insert spaces to make their code more readable, like:
CPYF FROMFILE( FILEIN ) TOFILE( FILEOUT )
