The error is on a specific assignment, so debug showing the values of the variables involved in the failing statement should enlighten; and would seem to be an issue that should transpire irrespective of the activation group. The /debug/ could be via logging, dump, etc.; i.e. need not be an interactive debug. Note: the MCH1210 defaults to log a QPDSPJOB when unmonitored, so if such a spool file was created for each time the error transpired, then there is the simple ability to "catch" the failure using the "Default program" which would also run when the error is unmonitored... whereby interactive debug could be established against the failing job\program to review the variables.
