First create a logical file with the keyed field(s), without any select\omit logic in the LF, then create each test variation of the select\omit logical using the DYNSLT file-level keyword. That allows the existing keys to be maintained without selection in the first LF, and then the repeated variations of the LF with the slt\omt will share the existing access path... and create without delay; i.e. with no need to create the access path.

That effect might be desirable for the final s\o LF anyhow, to limit the number of access paths that will need to be maintained.
