Is this an actual RPG400 aka RPG III program?

if RPGIII, the date column will be defined as a fixed length character
field. You'll need to use CVTOPT(*DATETIME) on the CRTRPGPGM command.

IIRC, the format of the data passed between your program and the DB is
dependent on the DATFMT() keyword used in the DDS source for the file.
You'll need to format the data to be compliant when writing to the file.

FYI: it's a lot simple to use RPG IV witch has native support of date,
time, and timestamp fields.
