Again, that "tool" is just a license
file that installs into WDSC and is used in the EAR file during
deployment.  To my knowledge, there is no other licensing piece that
installs on the System i so you could conceivably deploy the application
to hundreds of System i's at the tier you purchased and there would be
no technical hurdle to doing so.  However, you would be out of
compliance on your license agreement.
I can't speak to the Web Facing side since I don't use that.

Pete is right on here with WDHT(HATS) and when you  license the product and 
receive the CDs you have access to the jar file for both WDHT(HATS) and 
WebFacing.  You don't need to re-install HATS...the toolkit you have now is 
fine the CD is used to activate the license....which is just pointing at the 
jar file on the WDHT(HATS) cd.  Then all of the HATS applications in that 
workspace are licensed.  If you have multiple workspaces with applications 
you would need to do each workspace.  Otherwise those applications will only 
allow 2 users to connect at a time before it locks you out.
When you license WDHT you also receive the CD that contains the jar file 
which will work with WebFacing and allow it to use the Hats technology 
...transform on the fly to any screen that you didn't convert in you 
WebFacing application.  It is a separate jar file...at least it was the last 
time I used it.  But in order for this to work the iSeries needs to be at a 
specific release of the OS/400 operating system and cetain PTFs applied.

You may install the HATS V6.0.4 refresh pack to use the new 5250W (WebFacing 
server) connection type. In addition, you must ensure that the application 
that you are transformating is running on i5/OS V5R4, with WebFacing Server 
PTF SI21733, and Workstation Function Manager (WSFM) PTFs SI21736 and 
SI21738 installed.
