I think IBM would do good to create a very easy mechanism to capture
requests from developers who are going to be paying for the development they
are doing.  I do realize this isn't an "IBM list", so maybe they could
create something similar to what MyEclipseIDE.com support has:

moderators that take ownership for issues.

IBM needs to realize their support method of yesterday is way old fashioned
and cumbersome to facilitate the needs of today's developer.

Please recap this for me.  What is required for a DCR, and what don't 
you have to do it?  If nobody else wants to do it, I'll take it up with IBM.
