For the archives:

We found out why the program was bombing. Turns out the service
program being accessed wasn't in the library list of the profile the
trigger was running under. Even after that we still couldn't get the
SEP to fire on the trigger program, and being the error is fixed I
will have to pursue SEP's and PF triggers another day :-)
