I've set up my RSE perspective to include the views for working with
sql. Now if I open the editor in another window ( so that I can have
sql in one window and my programs in another), when I run the sql in
the second window, I have to go back to the first to view the results.
The results view in the second window remains empty.

You don't have to switch to the database perspective. In the editor,
right-click to get the context menu and choose Set connection info.
Select your connection and it will connect.
